Work Permits in Morocco: The 2025 Fast-Track Guide for Expats

Morocco’s Work Permit System: A 2025 Update

Morocco’s work authorization framework for foreign nationals is governed by the Labor Code and the 2003 Law on Entry and Residence of Foreigners. In 2025, the government introduced simplifications designed to attract skilled foreign workers and facilitate international company relocations, while maintaining the core principle that foreign workers may be employed only where Moroccan workers with equivalent skills are unavailable.

Types of Work Authorization

Standard work permit (Autorisation de Travail): Required for any foreign national employed by a Moroccan company. Process: employer applies to ANAPEC, demonstrating recruitment efforts for Moroccan candidates; ANAPEC typically responds within 15-30 days. Short-term work permit (new 2025): For specialized assignments of 3-12 months, with simplified documentation and faster processing (5-7 business days). Self-employment authorization: For independent contractors and consultants registered with the CNSS as auto-entrepreneurs.

Required Documentation

For the standard permit application: authenticated employment contract, employer’s professional tax registration (patente), proof of CNSS registration, candidate’s diplomas and professional experience (authenticated and translated), passport copy and medical certificate. For companies bringing multiple expatriates, a global authorization agreement with ANAPEC is available.

Casablanca Finance City (CFC) Special Regime

Entities registered at CFC benefit from a simplified expatriate work permit regime: processing within 5 business days, no ANAPEC labor market test requirement for specialized positions, and renewable 3-year authorization. This regime significantly facilitates international companies establishing regional headquarters in Morocco.

Our firm assists companies and expatriates with work permit applications, renewals and employment contract structuring for foreign workers in Morocco.
