AIIB’s $200M Sovereign Loan to Morocco
The Asian Infrastructure Investment Bank (AIIB) approved a $200 million sovereign loan to Morocco for climate-resilient infrastructure under its Climate Change Special Fund framework. This multilateral backing significantly de-risks private co-investment in Morocco’s green economy transition, which the government targets at 52% renewable energy capacity by 2030.
Co-Financing Opportunities Unlocked
AIIB sovereign lending typically unlocks a 3:1 to 5:1 private sector co-investment ratio. Priority sectors include solar and wind energy development (building on Morocco’s existing 4.5 GW renewable base), water desalination and efficiency infrastructure in water-stressed southern regions, green hydrogen and ammonia production for export to European markets, and climate-resilient agricultural infrastructure.
Legal Framework for International Green Investors
Morocco’s Investment Charter (Law 03-22, fully effective 2023) provides qualifying green investments with enhanced tax incentives, including accelerated depreciation for renewable energy assets, VAT exemption on imported green equipment, and dedicated investment premium grants managed through the newly created National Investment Promotion Agency (AMDIE).
Securing Project Financing
Key legal considerations for foreign developers include: securing land rights via long-term surface rights agreements (droits de superficie) or emphyteutic leases with MASEN or regional land agencies; obtaining environmental impact authorization under Law 12-03; structuring offtake agreements compliant with ONEE procurement standards; and establishing an appropriate SPV structure for Moroccan regulatory and tax efficiency.
